The City of Portland processes over 600 contracts for construction, goods, services and equipment annually. These services and products are obtained through a variety of methods, including formal and informal Invitations to Bid, Requests for Proposals and Requests for Standard Services. Portland also has a Sheltered Market Program (SMP) which is designed to improve opportunities and build capacity of state-certified disadvantaged businesses (DBE), minority-owned businesses (MBE), women-owned businesses (WBE), and emerging small businesses (ESB) in the construction industry.
